What is a Facility Master Plan?

• Facilities Master Plan guides decision making and is a roadmap for future investment in district facilities based on existing and projected needs, both academically and Physically. 
• Determines how, why, and when future capital resources should be dedicated. 
• Supports the educational vision and mission of the district. 
• Promotes equity throughout the district. 

What are the Steps of a Facility Master Plan?

• Facility Condition Assessment (FCA) – onsite walk-through 
• Facility Education Adequacy Assessment (FEAA) – onsite walk-through 
• Enrollment and Demographics (ED)– historical and projected 
• Facility Capacity and Utilization –(FCU) historical and projected 
• Community engagement and internal/external interviews – input and feedback
• Creation of options which look at solving problems in different ways specific to financial feasibility, community impact, and likelihood of successful implementation.

What are the Results of the Facility Master plan?

• The FCA and FEAA are weighted to create a Facility Condition Index (FCI) score.  The FCI is used to prioritize capital investments for facility renovations or replacements.
• The ED and FCU are analyzed to prioritize capital investments for additions and coupled with the school's FCI to consider replacement facilities.
• A long-range facility master plan that supports the mission, goals, and educational programs. 
• Identification of capital improvement needs required to meet the established standards for all district facilities in the established timeframe.

Who performs a Facility Master Plan?

• MNPS creates a 6-year Facility Master Plan annually and submits funding requests through our annual Capital Improvement Budget request to the city.
• Every 5-years, MNPS seeks an external third party independent company to create a Facility Master Plan.
• In 2022, the independent Facility Master Plan was publicly solicited and awarded to MGT Consulting of America.

We invite you to review the documents below which will be used as the basis for the Facility Condition Assessments, Grounds Assessment, Technology Readiness Assessment and Facility Educational Adequacy Assessment.  These assessments will be weighted to generate a Facility Condition index (FCI) score for each school.
